Construction of a new fifth floor on existing, operating four-story hotel to house a 10,000-sq.-ft., European-style spa with nine treatment rooms, locker rooms, fitness center, and retail shop, a 2,100-sq.-ft., state-of-the-art presidential suite, and four 5,100-sq.-ft., luxury penthouse suites.
